Police Chief Craig: Armed Detroiters cut terror risk

The city’s police chief said he believes violent extremists would be reluctant to target Detroit, as they had Paris last month, for fear armed citizens would shoot back.

“A lot of Detroiters have CPLs (concealed pistol licenses), and the same rules apply to terrorists as they do to some gun-toting thug,” Chief James Craig said. “If you’re a terrorist, or a carjacker, you want unarmed citizens.”

Oakland University criminal justice professor Daniel Kennedy agreed that terrorists would be reluctant to attack armed citizens.

“We don’t have laboratories where we can test these theories, but there is something to the argument that terrorists want a high body count — and if they can only shoot a few people before they’re taken out themselves, it wouldn’t have the kind of impact they want.

“An armed citizen won’t give them a high body count. Look at the theater in Paris,” the Bataclan Café, where four men with AK-47 assault rifles killed 89 people during a rock concert. “If some of those people had been armed, it would’ve been a much different story.”

Although no specific threats have been identified, the FBI and Department of Homeland Security last week released a bulletin to 18,000 law enforcement agencies nationwide, warning there could be attacks similar to the Nov. 13 terrorist strikes in Paris that killed 130 people.

Following the Paris attacks, Detroit police chief James Craig (shown) reiterated his policy of encouraging his citizens to continue to arm themselves:

A lot of Detroiters have CPLs (concealed pistol licenses), and the same rules apply to terrorists as they do to some gun-toting thug: if you’re a terrorist, or a carjacker, you want unarmed citizens.
Since his arrival in Detroit in 2012, Craig has seen his citizens heed his call and has simultaneously seen violent crime fall significantly. Seven thousand of them received their CPLs the year after Craig took over, and another 7,500 were added to the rolls a year later. At present nearly one in every 20 Detroiters is carrying concealed.
 
Added Craig:

If you look at what happened in Paris, I’m not saying if more citizens had had guns it would have stopped the terrorists. But it sure might have helped.

If you’re sitting in a restaurant, and you aren’t allowed to have a gun, what are you supposed to do if someone comes in there shooting at you? Throw a fork at them?

On 60 Minutes last week, Washington, D.C.’s police chief Cathy Lanier urged her citizens who carry to “take the gunman out” if they are threatened:

If you’re in a position to try and take the gunman down, to take the gunman out, it’s the best option for saving lives before the police can get there.

Former New York City police detective and popular media personality Bo Dietl was much more direct: “On my hip I’ve got a 9 mm Glock, so I’m prepared if something happens. If everyone was prepared ... maybe we’d have fewer casualties. Domestic terrorists hit places where they don’t think they’ll get much resistance, like movie theaters. Whoever is able to carry a gun legally, it would help.”

The 17-year-old senior who was in a coma after being shot point-blank at a Colorado high school last week died Saturday with her family at her side, hospital officials said.
Claire Esther Davis, a senior at Arapahoe High School in Centennial, Colo., was critically injured when student Karl Halverson Pierson, 18, entered the school building on Dec. 13 armed with a shotgun and Molotov cocktail bombs.
In a statement posted on the Littleton Adventist Hospital's Facebook page, officials said Claire's injuries "were too severe and the most advanced medical treatments could not prevent this tragic loss of life."
The teen passed away at 4:29 p.m. local time (6:29 p.m. ET).

"Claire’s death is immensely heartbreaking for our entire community, our staff and our families," the statement added.
Authorities said Pierson's attack lasted just 80 seconds. Officials believe the teen was angry after losing his coveted spot on the debate team.
"His intent was evil and his evil intent was to harm multiple individuals," Arapahoe County Sheriff Grayson Robinson said last week.
Upon entering the school, Robinson said, Pierson fired one round down the hallway. He then shot Claire, who just happened to be sitting nearby with a friend as he headed toward the library. Claire suffered severe head trauma, which put her in a coma.

Cops 'fired six bullets into 13-year-old boy carrying toy rifle AFTER he was already on the ground'

Cops unloaded a further six or seven shots into the body of dying teenager Andy Lopez even after he had already hit the ground, claims a neighbor who witnessed the shooting.
Lopez was spotted by deputies on Tuesday afternoon in Santa Rosa, California, carrying a toy rifle which they mistakenly thought was a real assault weapon.
Hundreds of local residents marched on Wednesday night to remember the popular teen and protest at the senseless shooting. They chanted 'We need justice' as they questioned how the deputies could mistake a pellet gun for an assault rifle.

According to a police statement, Lopez was twice instructed to put down his weapon and they only opened fire after he failed to comply.

But Ethan Oliver, who lives across the street, told KTVU.com that the deputies continued to shoot at the boy, even after he had fallen to the ground.
Oliver said he went outside after hearing two gun shots and by that time Lopez was already on the ground. ‘Then the cops went at it again and unloaded like six to seven shots,’ he said.
When asked if he meant that the deputy shot Lopez while he was on the ground, Oliver said, ‘Yeah. Exactly what I saw.’
Authorities haven't responded to his claims, but it raises the possibility that Lopez was still alive when he hit the ground after the first two shots were fired.
During a news conference on Wednesday authorities displayed a real assault weapon and the pellet gun - which resembled an AK-47 with a black magazine and brown butt - to demonstrate how difficult it is to tell them apart.

Federal law requires replica guns to have an orange tip, but Lopez's toy rifle didn't have one.
Police also revealed that Lopez had his back to the deputies, so they didn't realize he was so young. He was wearing a hooded sweatshirt and shorts.
They claim Lopez was about 20 to 30 feet from them when he turned with the barrel of the gun pointing toward them and they opened fire because they feared for their lives.
‘The deputy then fired several rounds from his service weapon at the subject,’ said Santa Rosa Police Lt. Paul Henry, ‘striking him at least one time. The subject immediately fell to the ground.’
'The deputy's mindset was that he was fearful that he was going to be shot.'
Hundreds of people marched through the Santa Rosa neighborhood where Lopez was killed on Wednesday night to protest and demand justice.
'We don't know the reason why they killed him,' Katia Ontiveros, 18, told the Press Democrat of Santa Rosa. She said her brother was Andy's friend. 'They should know if a gun is real.'

Investigators are trying to figure out how a machine gun ended up hidden in the ceiling of an office at New York's John F. Kennedy International Airport before being discovered this week.

An electrician was doing renovation work at JFK's Terminal One on Thursday when he stumbled upon a Mac-11, a subcompact machine pistol that can unload its 32-round magazine in under two seconds.
Port Authority officers were immediately deployed to to scene to run ballistics tests and conduct an investigation, but so far officials aren't sure how the gun ended up there or how long it had been stowed away. Through testing, they hope to determine if the weapon was ever used in a crime.
According to a statement issued by the Port Authority Police Department, the room where the gun was found is locked, accessible only to a few people and located outside the terminal's secure area.

CHICAGO -- A 3-year-old boy who was among 13 people wounded in a late-night attack on a southwest Chicago park was alert when he arrived at the hospital and was apparently doing well, his family and friends said early Friday.
The attack late Thursday in the city's Back of the Yards neighborhood left three victims, including the boy, in critical condition. The others were reportedly in serious or fair condition.
The child's uncle, Julian Harris, told the Chicago Sun-Times that dreadlocked men in a gray sedan shot at him Thursday night before turning toward nearby Cornell Square Park and opening fire. He said his nephew was shot in the cheek.
"They hit the light pole next to me, but I ducked down and ran into the house," Harris said. "They've been coming round here looking for people to shoot every night, just gang-banging stuff. It's what they do."
Police officials declined to discuss details of the investigation. Ron Gaines, a department spokesman, said no arrests had been made and that victims were being interviewed to try to determine the circumstances surrounding the attack, which happened shortly after 10 p.m.
The shooting comes nearly three weeks after Chicago saw an outburst of violence over the Labor Day weekend that ended with eight dead and 20 others injured. Chicago's police superintendent has said that overall violence is down so far this year compared to 2012, when the number of homicides topped 500 for the first time since 2008.

Officer Amina Greer said at least 10 ambulances responded to the scene and took victims to several area hospitals. One victim transported himself to a hospital, police said.
Among the 13 victims were at least two other minors, ages 15 and 17.
The 3-year-old boy was taken to Mount Sinai Hospital. Hospital officials declined to disclose his condition, but fire officials said the boy's condition was critical.
