Sparta, MO — Police Chief Andrew Spencer resigned this week after it was revealed that he shot and killed an innocent dog that was in a cage and meant no one any harm. To make matters even worse, he took the puppy to a firing range and killed it there because he did not want to deal with finding its home.

Spencer found the dog and managed to get it into a cage using a catcher pole. He then wrote in his report that he had planned to take the dog to a shelter where it would be “destroyed,” but then he got another call about a car accident so he decided to do it himself.

The report said that he had planned to go to “the cheapest vet to destroy the dog at the cost of the city.” However, the report continued “Due to the higher priority call and the imminent destruction of the dog, I decided it was best to destroy the dog and respond to the accident.”

After the fact, Spencer claimed that the dog was charging at people in the neighborhood. However, he said that he did not believe that the dog bit anyone, otherwise he would have had it taken to the vet and tested for rabies.

Veterinarian admits that dogs who were to be euthanized were kept alive

According to Thursday's publication of the Star-Telegram, the Fort Worth, Texas, veterinarian who was arrested after being accused of keeping a dog alive for his blood, has admitted that there are more dogs who suffered the same fate.
Dr. Lou Tierce, 71, of the Camp Bowie Animal Clinic, told officials that there were actually five dogs who were kept alive at his clinic after their owners asked for them to be euthanized. Investigators found a virtual house of horrors inside of the clinic when they conducted a raid earlier this week.
Three dogs discovered inside of the facility earlier this week were in “such decrepit shape” that they had to be humanely euthanized. Investigators also found bugs, unsecured medications and exam rooms littered with trash, laundry and paperwork. One of the most disturbing finds was the doctor's own dog, who was on an exam room floor - court documents state that the dog was missing a leg, had two dislocated shoulders and another dislocated leg.

Veterinarian accused of keeping dog alive for blood surrenders to authorities

According to Thursday's publication of the Star-Telegram, the Fort Worth, Texas, veterinarian who has been accused of keeping a dog alive in order to utilize the dog's blood, has surrendered to the authorities.
Dr. Lou Tierce, 71, of the Camp Bowie Animal Clinic, surrendered at the Tarrant County Jail on Wednesday evening - he was arrested and then released after posting bail. An arrest warrant was issued for the veterinarian, for a charge of animal cruelty, after a couple came forward with a complaint accusing the doctor of telling them that their dog had been euthanized months ago, when the dog was actually being kept alive, supposedly in order for the clinic to utilize him for blood transfusions.
Dr. Tierce denies the allegations and he has pointed the finger of blame on a disgruntled former employee - the woman who quit and then told Jamie and Marian Harris that their dog, "Sid," was not dead, but instead, very much alive inside of a cage at the vet clinic.
The couple managed to get inside of the veterinary hospital to retrieve their dog - they claim that another veterinarian later examined Sid and told them that the dog appeared to have been used repeatedly for blood transfusions. The Harrises have stated that they were advised by Dr. Tierce to have the dog euthanized because he was suffering from a degenerative spinal condition.

According to Tuesday's WFAA News, a Fort Worth, Texas, veterinary clinic is being investigated because a couple claims that their dog, who was supposed to have been euthanized months ago, was being kept alive and used for blood transfusions.
Months ago, Jamie and Marian Harris claim that they had asked for their dog "Sid," to be put down at the Camp Bowie Animal Clinic because they were told that the dog suffered from a degenerative spinal condition. On April 21, the couple learned that something was amiss when a veterinary technician, who had worked at the clinic, called them to let them know that Sid was still alive.

According to Tuesday's KPLC 7 News, a Sulphur, La., police officer fatally shot a 14-month-old dog on Monday morning after being called out to investigate a call about two suspicious men who were trespassing.
Though the police officer has stated that the dog bit him, a witness to the traumatic scene has a different version of what took place at the parking lot of the Southwest Daily News. The young dog, named "Arzy Kensington," had been tied to a fence near a box truck which Brandon Carpenter, 28, and Logan Laliberte, 21, had taken shelter in when it started to rain.
According to Eric Midkiff, circulation manager at the Southwest Daily News, the officer who had been called out to the scene to investigate a possible trespassing, interacted briefly with the dog before firing the fatal shot. Midkiff described what he saw to the Huffington Post:

The dog was rubbing up against the cop,
He would rub the dog's back and then push him away. All of a sudden, he just jumped down and shot the dog in the head."

He added:

That dog did not bite that officer,"
"The dog was wagging his tail, his tongue was hanging out."

Those of us in the animal world are well aware of the atrocities of puppy mills.
The filthy conditions, lack of clean water, food, and veterinary care, the loneliness and neglect the animals suffer. Which is why it's wonderful to hear of puppy mill dogs who are rescued and get to spend the rest of their lives in a loving home.
Two such survivors, Harley, 13, and Teddy, 8, are doing more than enjoying their freedom, however. On April 26, they're leaving for a trip (not their first) with National Mill Dog Rescue (NMDR) to save other puppy mill dogs. This Midwest mission, dubbed 'Harley to the Rescue,' has a goal of saving more than 50 dogs.
'Harley to the Rescue' started as a campaign to raise $2,500 to fund one rescue of 25-30 dogs. As of today, these brave Chihuhuas have raised over $150,000 and have rescued 265 dogs from mills. Watch video (Here).

Urgent help needed for abused chihuahua with no teeth

At first glance, rescuers thought they were dealing with an aged chihuahua who had lost his teeth because of neglect. Tragically, the pooch has been rushed to the veterinarian on Saturday evening; his rescuers state this dog is less than two-years-old.
Rescuers believed tiny little Nemo has been badly abused and his teeth have been knocked out.

"Only a monster would knock the teeth out of a helpless little chihuahua," stated Kathleen Godwin of Ithaca, New York. "It's beyond horrible to think of what this poor little one must have suffered and the pain he must be in now."

Injured senior in need of emergency care

According to San Antonio Pets Alive (SAPA), a senior Chihuahua is in dire need of emergency care at an animal control agency in Texas.
The non-profit organization shared the following information about the 9-year-old dog in need on Saturday:

This sweet ol’ guy just came in to ACS and he needs a hospice foster. He is a medical emergency. He will need to have his eye enucleated and SAPA will provide his medical care for a foster or adopter.
He is a sweet and gentle 9 yr old Chihuahua and he has been through hell and back and is very emaciated and has a painful Upper respiratory infection (like havinga bad cold). He is contagious to other pets for the next 7 to 10 days but he is so tiny and east to keep separated.
Chewy needs a warm space away from the others until he is feeling better. He weighs approx 8 lbs. This sweet little man just needs to be comfortable and loved for the short time he has left. Please email if you can help him.

In Boise, Governor C.L. "Butch" Otter signed into law Senate Bill 1337 on Friday; now making it illegal to do any undercover investigations at any of Idaho's factory farms reports ABC News.
The controversial bill will now make it illegal to film inside of facilities or photograph any abusive activity involving farm animals including and not limited to the unsanitary handling of food products as well as environmental violations.
Idaho introduced the legislation after Mercy for Animals, an advocacy organization which has successfully investigated a number of egregious cruelty violations to farm animals and the mishandling of food on farms throughout the United States, conducted an undercover investigation on the Idaho dairy farm, Bettencourt Dairies.
A cruel and heartbreaking video showed workers beating cows, kicking them in the face, and dragging sick animals across concrete floors with chains around their necks. The video was turned over to law enforcement where criminal charges were brought against three of the workers. One worker has since pleaded guilty to animal cruelty.

Bo Jangles is a one-year-old boxer mix who obviously didn't get much care as a puppy because his legs have angular deformities leaving his back limbs four inches longer than his front legs.
According to the Humane Society of Preble County, Bo Jangles is ugly, but volunteers wholeheartedly disagree. A volunteer writes this about our lovely "underdog" of the day:

“Bo Jangles is a 1 year old male Boxer mix who has a huge desire to play, play play! Though he may not win the prize for the most handsome dog in the kennel, he sure will for being the happiest! Bo will benefit from a fenced yard and an owner who has the time to teach him proper manners.”

Animal abuser registry approved for New York City

Despite former-mayor Michael Bloomberg's veto of a bill to have a city-wide animal abuse registry for New York, N.Y., the legislation has now been approved thanks to a unanimous vote by the New York City Council reported the Animal Legal Defense Fund.

Last Tuesday, the council-members voted to create an animal-abuse registry for all convicted animal abusers.

Convicted animal abusers will also be prohibited from owning or living with animals and if a convicted animal abuser fails to register, they could face misdemeanor charges and time behind bars.
The Animal Legal Defense Fund, which has been involved in the passing of this legislation since 2012, hopes that the registry will help to keep innocent animals out of the hands of convicted abusers.

An incredibly sweet, specially-abled dog named "Rocky," is in desperate need of help.

The two-year-old boxer was seized by Miami Dade County Animal Services last week - while in the care of his former owners, his back was broken and left to heal on its own.

The break, and the lack of veterinary care, left Rocky completely paralyzed, and without feeling, in his rear legs.

The Florida rescue organization, Coastal Boxer Rescue, is desperately searching for someone who can help Rocky. The rescue agency shared the specifics about Rocky's special needs:

We aren’t going to sugar coat this. This will require very dedicated caregivers. Rocky will need 24/7 care from loving owners. Yes, additional therapy may result in a better quality of life. But the reality is he will need special owners who are dedicated to him the remainder of his days.

The paralysis has left Rocky with no feeling in his rear legs and he is unable to urinate on his own. This hurdle can be overcome by someone who is willing to express his bladder several times each day. Rocky can eliminate waste, but is unable to move away from his "mess."
Coastal Boxer Rescue realizes that their request for Rocky is large, but they know that he is worth it.
The rescue agency shared:

As far as his soul…Rocky is one of the sweetest dogs and doesn’t let any of this slow him down. He wants to badly play with the other dogs at our vets and just eats up any attention given to him. He deserved none of what has happened to him in his short life. Rocky has a super silly personality and just appears overjoyed the whole time you are working with him.

Rocky's special needs are not conducive to boarding - he needs a special person who is willing to devote their time to make his life bearable.
