New figures that reveal the staggering amount of food waste in the British parliament have prompted calls for MPs to donate their unused meals to those in need.

Shadow Commons Leader Chris Bryant called on the government to give uneaten meals to local food banks in the capital.

Last year 1.2 million sausages were sent to landfill in Rhondda Cynon Taf alone, which is why it is great that the local council is now signing everybody up to proper food recycling,” the Welsh Labour MP said.

But new figures show that this House last year wasted 45,000 meals that were just tipped in the bin.
With 33 Trussell Trust food banks within the M25 and an estimated 70,000 children in London going to bed hungry each night, would it not be time for the leader to institute a new scheme to donate unused food from this palace to local London food banks?

At UN Summit, Obama Blames America for Global Warming

Speaking at a United Nations “climate” summit in Paris, Obama blamed America for alleged man-made global warming and claimed that the nation embraces its responsibility to “do something” about the alleged problem. That “something,” of course, at least in the administration's view, involves redistributing the wealth of embattled U.S. taxpayers to Third World governments and dictatorships for climate reparations, as well as shackling the American economy with draconian controls to reduce emissions of what serious scientists know as the “gas of life.” Sounding like a wannabe messiah, Obama even claimed that “we finally determined we would save our planet.” However, lawmakers in Congress and the American people have made clear that they neither believe in the increasingly discredited anthropogenic global-warming (AGW) theory nor in the alleged solutions to the supposed problem.

Dictators and other heads of state have typically arrived at UN conferences toward the end of the show. This time, however, hoping desperately to secure a global “climate” agreement where past summits have failed, UN organizers decided Obama and other “world leaders” should show up at the start. Obama complied, spewing gargantuan amounts of CO2 and arriving in Paris to deliver various speeches hyping the AGW theory, along with illegal pledges to hand out your money. “I've come here personally, as the leader of the world's largest economy and the second-largest emitter, to say that the United States of America not only recognizes our role in creating this problem, we embrace our responsibility to do something about it,” Obama claimed at the ongoing conference, which featured some 150 dictators and heads of government and state.

Of course, Obama is not the “leader” of the “world's largest economy.” His job description is to serve as the chief executive of the federal government, to faithfully execute the laws, and to uphold and defend the Constitution. His other claims were even more ludicrous. For instance, the notion that America recognizes its alleged role in creating the alleged problem could not be more wrong. According to a Pew survey released last year, just 40 percent of Americans even believe the increasingly discredited AGW theory. And without a doubt, far less than that would agree that the nation should shackle its economy and redistribute its wealth to Third World regimes under the guise of dealing with a problem that the overwhelming majority of Americans do not even believe exists.

Obama also apparently sought to deceive his fellow rulers by touting his unconstitutional and illegitimate decrees, without noting that the American people's elected representatives, state governments, and the courts are currently in the process of dismantling those decrees. “Over the last seven years, we've made ambitious investments in clean energy, and ambitious reductions in our carbon emissions,” he told the UN and its member regimes, touting half-baked, taxpayer-funded “renewable energy” schemes imposed by the federal government (such as the now-bankrupt crony solar company Solyndra, which put huge sums of taxpayer funds into the pockets of Obama donors). Obama also touted his rejection of the Keystone XL pipeline and the “the first-ever set of national standards” purporting to regulate what Obama referred to as “carbon pollution.”

(NaturalNews) The results of a 2004 study by the U.S. Centers for Disease Control and Prevention (CDC) discovered a significant link between the MMR vaccine (measles, mumps and rubella) and autism in African American boys vaccinated under or around the age 36 months; however, if it weren't for one whistleblower, you would not have been privy to any of this, because the evidence was deliberately covered up.

Dr. William Thompson, currently a senior scientist at the CDC, recently made a shocking admission that he and his colleagues specifically arranged a meeting to destroy important documents related to the study in an attempt to withhold information from the public regarding a link between the MMR vaccine and autism.

As first reported by Sharyl Attkisson, a former CBS News journalist turned independent investigative reporter, Dr. Thompson and the study co-authors "scheduled a meeting to destroy documents related to the study.

"The remaining four co-authors all met and brought a big garbage can into the meeting room, and reviewed and went through all the hardcopy documents that we had thought we should discard, and put them into a huge garbage can."

However, aware that destroying documents in this manner was both illegal and unethical, Dr. Thompson kept hard copies of all the documents that had been disposed of, as well as maintained all associated computer files.

After securing a whistleblower attorney, Dr. Thompson came forward with his admission, providing relevant documents in August 2014 to the office of Rep. Bill Posey (R-Florida), who presented details of the cover-up on the floor of the U.S. House of Representatives.

Posey, who maintains that he is "pro-vaccine," read the following quote by Dr. Thompson on the House floor:

My primary job duties while working in the immunization safety branch from 2000 to 2006, were to later co-lead three major vaccine safety studies. The MADDSP, MMR autism cases control study was being carried out in response to the Wakefield-Lancet study that suggested an association between the MMR vaccine and an autism-like health outcome.
There were several major concerns among scientists and consumer advocates outside the CDC in the fall of 2000, regarding the execution of the Verstraeten Study. One of the important goals that was determined up front, in the spring of 2001, before any of these studies started, was to have all three protocols vetted outside the CDC prior to the start of the analyses so consumer advocates could not claim that we were presenting analyses that suited our own goals and biases.
We hypothesized that if we found statistically significant effects at either 18 or 36 month thresholds, we would conclude that vaccinating children early with MMR vaccine could lead to autism-like characteristics or features. We all met and finalized the study protocol and analysis plan. The goal was to not deviate from the analysis plan to avoid the debacle that occurred with the Verstraeten thimerosal study published in Pediatrics in 2003.
At the Sept 5th meeting we discussed in detail how to code race for both the sample and the birth certificate sample. At the bottom of table 7, it also shows that for the non-birth certificate sample, the adjusted race effect statistical significance was huge.
All the authors and I met and decided sometime between August and September 2002, not to report any race effects from the paper. Sometime soon after the meeting, we decided to exclude reporting any race effects.
The co-authors scheduled a meeting to destroy documents related to the study.
The remaining four co-authors all met and brought a big garbage can into the meeting room, and reviewed and went through all the hardcopy documents that we had thought we should discard, and put them into a huge garbage can.
However, because I assumed it was illegal and would violate both FOIA and DOJ requests, I kept hardcopies of all documents in my office, and I retain all associated computer files. I believe we intentionally withheld controversial findings from the final draft of the Pediatrics paper.

The CDC and Dr. Thompson's co-author Dr. Frank DeStefano, CDC Director of Immunization Safety, continue to defend the study as originally published.

A July 29 Tweet by Attkisson states:
So far, no hearings scheduled and no known inquiry of the alleged scientific misconduct.

TPP Deal Finally Revealed

Details of the long-secret Trans-Pacific Partnership are public at last: it will undermine the safety of our food supply, make medicine more expensive, and give power to the biotech monopoly. Action Alert!

A few weeks ago, the full text of the Trans-Pacific Partnership (TPP) trade deal was finally released after many years of closed-door negotiations between officials from the US and eleven other countries, all of whom border the Pacific Ocean. Its provisions were apparently kept secret from all but the biotech and pharmaceutical industries.

Leaked documents during the trade negotiations provided reason to be concerned about the final agreement. And now, a review of the deal’s twenty-nine chapters and five thousand pages proves these early concerns were completely justified. The final package now awaits a vote in Congress, which is likely to take place in Spring 2016.

Here are some of the most pressing concerns for natural health advocates:

It Undermines the Safety of the Food Supply

 

The TPP contains a number of provisions that threaten current food safety laws.

Generally speaking, passage of the TPP would mean that any US food safety law concerning things like pesticides, food additives, or labeling that is more stringent than “international standards” may be considered an “illegal barrier” to trade, and subject to enforcement. We have learned to beware of such “international standards.” They are largely determined by global special interests.

The TPP expands corporate power in other ways. The deal includes an investor-state dispute settlement (ISDS) system in which multinational corporations can challenge a host company’s regulations in an international court. ISDS has been a fixture in other trade treaties, including NAFTA (the North Atlantic Free Trade Agreement), and has been used to challenge countries’ economic policies, anti-smoking efforts, and environmental preservation laws. It is another giveaway to Big Food and other powerful multinational interests—a recurring theme throughout the TPP document.
The trade agreement also undercuts US efforts to inspect food imports. The agreement limits food import inspections at the border “to what is reasonable and necessary,” and if an issue arises, a country must also provide an “opportunity for a review of the decision.” This provision, referred to as the Rapid Response Mechanism, may give exporting countries the right to challenge basic food safety provisions in the US.

It Gives New Patent Protections to Big Pharma

 

The TPP contains an entire chapter on intellectual property rights, with many provisions relating to pharmaceutical patents. No doubt heavily influenced by the pharmaceutical industry, the trade deal will force signatory countries to accept many of the same patent laws that have kept drug prices so astronomically high in the US.

The deal would extend and broaden certain patent and data protections for the pharmaceutical industry, which Big Pharma can then use to keep prices high and delay competition from generics. It is a wonderful gift to the pharmaceutical industry—but a grave loss to patients in developing countries looking for access to affordable drugs.

The TPP also allows a practice known as “evergreening,” which lets drug companies extend a patent on an old drug when it can be used to treat a new condition—another boon for Big Pharma’s monopoly power.

Even when Big Pharma loses in the TPP, it wins. One of the more controversial topics in TPP negotiations concerned patent and data protections for biologic drugs—medicines derived not from inert chemical compounds but from living organisms. Big Pharma wanted twelve years of exclusivity— they already have this in the US—and US trade officials pushed hard in the negotiations to make this the standard. Instead, the deal grants them at least five years of exclusivity and as much as eight.

It’s Also a Gift to Biotech Seed Companies

 

Finally, the TPP deal expands biotech’s monopoly over the seed industry. The deal requires all twelve countries to join a number of global intellectual property treaties. One of these treaties is the 1991 International Convention for the Protection of New Varieties of Plants (UPOV91), which emphasizes the rights of seed companies over farmers. Among other things, UPOV91:

  • Requires intellectual property (IP) protection for all plant species;
  • Provides IP protection for 20 to 25 years; and
  • Stops farmers from exchanging seeds—a common and important practice in many developing nations and indeed throughout human history.

In countries that have not already turned agriculture over to the biotech industry, this could mean a substantial rewrite of regulations meant to protect farmers.

Other treaties that signatory countries are compelled to join make it easier to apply for patents—making it very likely that more plants and seeds will be patented.

If these gifts to industry were not enough, President Obama moved earlier this summer to have the deal “fast-tracked”—that is, Congress will be given a fixed period to review the agreement, after which time legislators must make a yes/no vote without the possibility of amending the deal. Essentially, it’s “take it or leave it.”

We say: leave it. And if the US does reject it, do not worry about losing the reduction of tariffs that is already included. There will just be a second (and, we hope, a better) version to replace it.

Keystone XL pipeline on hold as builder asks U.S. to suspend permit process

The company proposing to build the Keystone XL oil pipeline asked the State Department on Monday to halt indefinitely its ongoing review of the massive project, adding new delays and uncertainties, and possibly ensuring that final word will come from President Obama’s successor.
Amid legal challenges in Nebraska — ground zero in the fight over the project — TransCanada officials sent a letter to Secretary of State John F. Kerry and called on the administration to cease immediately its Keystone approval process.

The move raises a real possibility Mr. Obama will not be the one to make a decision on the pipeline and that the next president, perhaps one more inclined to back new oil-and-gas infrastructure in the U.S., will be the final arbiter.

Powerful environmental groups quickly condemned TransCanada’s request and said it’s clear the company simply wants to delay a decision until January 2017, when a Republican may enter the White House.

The U.S. Senate Committee on Agriculture, Nutrition, and Forestry held a biotechnology hearing for the first time in 10 years last week to discuss the future of food technology as the industry responds to increased demand, production challenges, and consumers’ calls for a safe and transparent food supply. But the meeting came up short on transparency and carried on more like a Monsanto share-holders meeting than an unbiased inquiry into the pros and cons of biotechnology where it concerns the food supply.

Senator after senator praised biotechnology and genetically modified foods, claiming they had ‘come a long way’ in ten years. Pamela Bailey, president and CEO of the Grocery Manufacturers Association said:
“The Senate Agriculture hearing reaffirmed the broad consensus among scientists and regulators that GMOs are safe and highlighted the real world negative impacts a patchwork of state labeling mandates will have on farmers, businesses and consumers. Action by Congress is urgently needed this year to pass a national, uniform labeling standard.”
The senate hearing was scheduled shortly after the US House of Representatives passed the “Safe and Accurate Food Labeling Act of 2015,” otherwise known as the DARK Act (Deny Americans the Right to Know) by a vote of 275-150.

Tennessee district closes schools over lack of funding, blames Obamacare

A school district in Tennessee voted to cancel classes and shut down its schools as a result of a budget problem that has left the government unable to fund the facilities. The school director blamed Obamacare for its problems.
 
Clay County, Tennessee operates three schools total – one high school and two that cover pre-kindergarten through eighth grade – on a $9.5 million budget. However, now more than 1,100 students are sitting at home while officials try to figure out how to reopen the doors. A school board meeting last week saw the board voting 6-4 to close the schools. A separate vote to keep them open failed.

Notably, the county’s financial issues are not new. Clay County Director of Schools Jerry Strong told Associated Press that officials have been struggling with the budget for three years, and blamed county obligations such as state and government mandates, particularly the Affordable Care Act, for the monetary hole.

"Clay County's inability to generate the revenue to offset the mandates is what's caused this to come to a head," he said.

We have just witnessed one of the most significant steps toward a one world economic system that we have ever seen.  Negotiations for the Trans-Pacific Partnership have been completed, and if approved it will create the largest trading bloc on the planet.  But this is not just a trade agreement.  In this treaty, Barack Obama has thrown in all sorts of things that he never would have been able to get through Congress otherwise.  And once this treaty is approved, it will be exceedingly difficult to ever make changes to it.  So essentially what is happening is that the Obama agenda is being permanently locked in for 40 percent of the global economy.

The United States, Canada, Japan, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam all intend to sign on to this insidious plan.  Collectively, these nations have a total population of about 800 million people and a combined GDP of approximately 28 trillion dollars.

In hailing the agreement, Obama said, “Congress and the American people will have months to read every word” before he signs the deal that he described as a win for all sides.
“If we can get this agreement to my desk, then we can help our businesses sell more Made in America goods and services around the world, and we can help more American workers compete and win,” Obama said.
Sadly, just like with every other “free trade” agreement that the U.S. has entered into since World War II, the exact opposite is what will actually happen.  Our trade deficit will get even larger, and we will see even more jobs and even more businesses go overseas.

Trans-Pacific Partnership Deal Struck As "Corporate Secrecy" Wins Again

Once again the corporatocracy wins as the so-called "Trojan horse" Trans-Pacific Partnership (TPP) trade agreement has been finalized. As WSJ reports, the U.S., Japan and 10 countries around the Pacific reached a historic accord Monday to lower trade barriers to goods and services and set commercial rules of the road for two-fifths of the global economy, officials said.
For the U.S., the TPP (reportedly) opens agricultural markets in Japan and Canada, tightens intellectual property rules to benefit drug and technology companies, and establishes a tightknit economic bloc to challenge China’s influence in the region (likely forcing their hand into separate trade agreements).

However, Obama is likely to face a tough fight to get the deal through Congress(especially in light of presidential candidates' opposition).


The US, Japan and 10 other Pacific Rim economies have reached agreement to strike the largest trade pact seen anywhere in two decades, in what is a huge strategic and political win for US President Barack Obama and Japan’s Shinzo Abe.

‘Massive’ Media Hype for TPP

 
It is amazing how the elite media can be dragged along by their noses into accepting that the Trans-Pacific Partnership (TPP) can have a big impact on trade and growth. If I had a dollar for every time the deal was described as “massive,” or that we were told what share of world trade will be covered by the TPP, I would be richer than Bill Gates. The reality is that the vast majority of the trade between the countries in the TPP is already covered by trade agreements, as can be seen:

We continue to hear superlatives even as the evidence suggests the trade impact will be trivial. For example, the New York Times reported that US tariffs on Japanese cars will be phased out over 30 years. Wow! The most optimistic growth estimates show a cumulative gain by 2027 of less than 0.4 percent, roughly two months of normal GDP growth.

This doesn’t mean that the TPP can’t have an impact. It will lock in a regulatory structure, the exact parameters of which are yet to be seen. We do know that the folks at the table came from places like General Electric and Monsanto, not the AFL-CIO and the Sierra Club. We also know that it will mean paying more for drugs and other patent and copyright-protected material (forms of protection, whose negative impact is never included in growth projections), but we don’t yet know how much.

We also know that the Obama administration gave up an opportunity to include currency rules. This means that trade deficit is likely to persist long into the future. This deficit has been a persistent source of gap in demand, leading to millions of lost jobs. We filled this demand in the 1990s with the stock bubble and in the last decade in the housing bubble. It seems the latest plan from the Fed is that we simply won’t fill the gap in this decade.

Since our worlds collided on that  fated day in 2008 when the American dream became even more elusive for the majority of us there  has been some time to reflect on our mistakes.  Some of us have learned from  what  we have lived and  experienced.  Others, however, are still stuck in the  partisan la la land of Rabid Conservatism or Rabid Liberalism.  Each side pulling for its own without  taking pause to understand the long-range  consequences of their actions.

Politicians will do  what  politicians do best,  protect their pockets and those  who  keep them full.  What excuse do the common folk (non-corporate or  lobbyist) have?  You vote  Republican or Democrat  because they hold the best  future for our  country?  Or do you vote because  it is all you  know  and  you cannot  fathom the  fact that  both  sides of the  aisle  serve the  same  master?  It  has  gone  way  beyond the  scope  of  political  party  or leanings.  It is time to  put those patriotic gestures, slogans  and  mindsets  to  actual  use by truly  putting  your  country  first.  We must  put a  stop to  the criminal Washington/Corporate  agenda  that  is  killing us.

Until we truly and  seriously address the  criminals  who are  selling our  Nation and  our  children's  future to the  highest  bidder we  are  doomed.  Are  you ready to  face the  truth  or  will you  just  sit back and blame another  while  you  do  nothing to  change the problem?

The  only answer to  the putrefaction that  is taking  place  all across this  nation is in the  hands  of the  people.  Many  laughed  at the  Occupy  movement.  Some vilified those  who wanted  to make a  difference  and  voice their displeasure with the  status quo.  How many  of  you have  done  anything to make a  change?  How many  of you have cared  enough  to even consider  what role  you  may have to play?

Truly, I do not see a way  out of this  unless people  stop seeing right or left and  start seeing stars and  stripes.  This  nation depends on  it's People, not its politicians.  Why have  we become so  complacent that we are  no longer  willing to  fight the  good  fight  for our  freedom and  our  way  of life?  When did  this  nation  become  the  home  of the  lazy and  the  weak?  It is  time the  strong  and the  brave stood up, if  there  are  any left.

What  will it take  to  make  you  see that politics is a trap?  An illusion to make  us  believe  we  have a  choice  when in reality  we have  none.  They  have  both  evolved to  serve the  same  masters and  fulfill the  same  agenda.  An agenda  that  serves  neither  you  nor me.  When will you  wake  up from  your  blue  and  red  slumber  to  see that we have all been  lied  to ?

When do we take  America back as a  People  not  a political party?

The  time is  growing  short  people!  Unless you open  your  eyes  and  understand  what  is truly  at  stake.  You  will never live in America  the Land  of  the  Free and the  Brave  again.  We will simply  exist in a land run by petty politics  and  corrupt corporations willing to  do  whatever it takes to  maximize their  bottom line.  Even if it means exploiting our children's lives and futures.

GMO's  in our food supply

Digestive disorders, Obesity,Endocrine disorders on the rise

Glyphosate in our foods, our water and our  breast milk

Kidney and  Liver  damage on the rise

Fracking chemicals in the water supply

Cancers on the rise

Fluoride in the  water  supply

Vaccines causing deadly reactions in children and adults

Autism on the rise

Heavy metals in our food supply

Alzheimer's on the rise

Deadly chemicals being pawned off as  sugar  substitutes from saccharine  to splenda all have  been  found  to  cause  cancer in  animal studies.  The  biggest  culprit and most  dangerous  thus  far  being  Aspartame.

Life saving  drugs monopolized  by Big Pharma to  bloat prices beyond  most people's  reach.  Daraprim being the latest going  from  $13.50 per pill to  $750.00.  Basically condemning those who cannot afford them to die.

There  are  so many  more examples  you  just  need to  open  your  eyes  and  want to see the truth

David has a brand new book, Change the Story, Change the Future - a Living Economy for a Living Earth. He is the co-founder and board chair of YES! Magazine, co-chair of the New Economy Working Group, founder and president of the Living Economies Forum (formerly the People-Centered Development Forum), a member of the Club of Rome, and a former board member of the Business Alliance for Local Living Economies (BALLE) and associate of the International Forum on Globalization.

Community Rights educator Paul Cienfuegos explains how "We The People" are exercising the authority to govern ourselves and dismantle corporate rule. When small farmers in rural Pennsylvania wanted to say "no" to a corporate factory farm coming into their community, they learned they couldn't, because it would violate the corporation's "rights" and state pre-emption laws. So they did something technically illegal - their town passed an innovative ordinance banning corporate factory farming. It worked! The corporation left town. Pittsburgh upshifted the approach: Rather than define what we don't want, define what we DO want. Their "Right to Water" stopped natural gas fracking in the city. Why Is Congress Ignoring Our $18.4 Trillion National Debt?

Have we forgotten about the national debt? Congressional Republican leaders and the Obama administration have begun private talks about a new two-year spending plan that would keep the government operating beyond the 2016 election but would do little to address more fundamental structural problems, including entitlement and health care spending for an aging population.
Even before Congress completed work on a short-term spending measure to avert a government shutdown at least until early December, Senate Majority Leader Mitch McConnell (R-KY), outgoing House Speaker John Boehner (R-OH) and President Obama held preliminary talks on a possible multi-year budget agreement to increase spending for both defense and domestic programs by lifting fiscal 2016 discretionary spending caps imposed by the 2011 Budget Control Act.

The agreement would be similar in scope to a two-year mini-budget agreement that was struck by Sen. Patty Murray (D-WA) and Rep. Paul Ryan (R-WI) following a 16-day government shutdown in late 2013 that temporarily put an end to inter-party budget warfare. That agreement allowed for $45 billion more in spending above the caps in 2014 and $20 billion more in 2015, as well as $20 billion of deficit reduction.

Obama Is Willing to Put Our National Security at Risk With a Veto

The Russians are bombing CIA-backed rebels in Syria and continuing to hold parts of Ukraine. ISIS continues to spread in the Middle East and inspire attacks around the world. Iran is receiving hundreds of billions in sanctions relief, some of which will likely go to destabilizing the Middle East. China is building illegal islands in the South China Sea. Hundreds of thousands of refugees are streaming across Europe. The Taliban is on the rise in Afghanistan. And our national secrets are being vacuumed up by Chinese hackers.
At the same time, our national defense budget is being slashed.
Since 2011, the defense budget has been cut by 15 percent in real terms. If you include the war budget, which has been going down as we reduce troops in Afghanistan, the national defense has been cut 25 percent in four years.
As a result of these budget cuts, the U.S. military is smaller than it was on 9/11 and in many cases the smallest it has been in recent history.
The world is a mess, our military is being slashed, and now President Obama is going to veto a bipartisan bill that would increase the national defense budget by 6 percent in real terms.
The House of Representatives just passed the National Defense Authorization Act for Fiscal Year 2016 (NDAA), and it is headed to the Senate. This is a bipartisan bill that has been signed into law every year for 53 straight years, but Obama plans to veto it for one simple reason: it doesn’t increase non-defense spending. The president believes that defense and non-defense spending should be increased, and, according to the White House, “he will not fix defense without fixing non-defense spending.”

John Boehner Admits Republicans are Willing to Put U.S. at Risk to Play Partisan Politics

Republicans are anything if not predictable. The moment they gained power back in the Senate it was obvious that they were going to use that power to play petty partisan politics. The truth is, controlling Congress means very little as long as the person in the White House has veto power.
So no matter what sort of propaganda Republicans spew about the nonsense they’re going to undoubtedly shove through Congress, it’s still on them to send the president legislation that they know he will sign, otherwise they’re essentially just wasting time.
The president is the one person who’s voted into office on a national scale, meaning that they’re the one individual who truly “represents the majority of the people.” So no matter what anyone in Congress says, it’s beholden upon them to make sure whatever bills they’re sending to the president’s desk actually have a chance at being signed. It’s extremely rare for both the House and Senate to have the two-thirds majority needed to override a presidential veto.
All that being said, as many already know the Department of Homeland Security is set to run out of funding fairly soon. Normally this wouldn’t be a huge deal; all it would take is for Congress to pass a bill funding the department, which would almost certainly be signed by President Obama.
Simple, right?
